December 15, 2010: NCACC Legislative Goals
I serve as Co-Chair, with Commissioner Kitty Barnes of Catawba County , of the NC Association of County Commissioners Legislative Goals Committee.
After a 4 month work period with 7 Subcommittees, we presented the 2011-2012 proposed goals to the Board of Directors today. At the conclusion, we ended up with 53 legislative proposals, selected and ranked our proposed top 5 priority goals.
- Oppose the shift of Transportation responsibilities to counties.
- Ensure adequate Mental Health funding.
- Reinstate ADM/Lottery funds for school construction.
- Preserve existing revenue/tax base.
- Authorize local revenue options.
Each of the 53 goals will be presented, discussed and voted on including the proposed top 5 and their ranking of importance.
All proposed goals will now go to the January 20-21 NCACC Legislative Goals Conference where each county will have a voting delegate representing their BOC’s.
This process includes all counties with many Republicans and Democrats and is viewed as a fair manner to select our goals for the good of all NC counties.
